Amendment No. 1 was offered by Representative Gara: Page 3, following line 1: Insert a new paragraph to read: "(6) when the commission approves a carrier's application for a certificate to provide competitive local exchange telecommunications service in an incumbent local exchange carrier's service area, in areas where the commission has determined there is competition among carriers, the incumbent local exchange carrier shall be subject to the same retail tariffing standards and regulations as the new carrier, but the incumbent local exchange carrier remains the carrier of last resort in the relevant area until the commission orders otherwise;" Renumber the following paragraphs accordingly. Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard and withdrawn.
